The Organization of Chinese Americans, Inc. (OCA) was founded in 1973, is a national non-profit, non-partisan civil rights advocacy organization. OCA is dedicated to securing the rights of Asian Pacific American citizens and permanent residents through legislative and policy initiatives at all levels of government. OCA aims to embrace the hopes and aspirations and to better the lives of the more than 10 million Asian Pacific Americans living in the United States.

Happy New Year for 2008!  Welcome to our annual Lunar New Year Banquet.  On behalf of the Board of Directors of OCA-DFW, thank you for being with us as we celebrate the “Year of the Rat” in the Asian New Year Lunar Calendar. This is a festive event with an exciting program which kicks off another fantastic year of activities.  I want to thank the OCA-DFW Board Members for their outstanding leadership of our Chapter and contribution to the DFW community.

 

A year has come and gone. 2007 was a memorable year for OCA. In January, OCA National became the proud owners of the white Victorian building at 1322 18th Street in Washington D.C., allowing them to formally open the OCA National Center for Asian Pacific American Leadership. At the local level, OCA-DFW continued our traditions in serving the community. We supported the 1st Annual DFW Dragon Boat, Kite, and Lantern Festival and won 3rd place in the Dragon Boat race. It was a great demonstration of OCA team work at this new major cultural attraction. We were a proud partner and sponsor of several youth leadership development programs such as the Junior Leadership Seminar at UTD and the Community Youth Leadership Camp, fostering future leadership, at Austin College. We partnered with Verizon employees, other non-profit organizations and high school student volunteers to deliver our annual Feed the Homeless program, serving a delicious meal of Chinese food to the residents of the Union Gospel Mission Shelter in Forth Worth. In the area of fostering cultural heritage, OCA-DFW sponsored the Plano Asian Forum, Dallas Asian Pacific Heritage Festival and Asian Film Festival of Dallas, in addition to hosting our annual Lunar New Year Banquet. The chapter member meeting and picnic concluded our activities in October of 2007.

 

This year the Dallas/Fort Worth Chapter (OCA-DFW) will celebrate 22 years of cultural awareness, diversity, and leadership development in our mission to “Embrace the Hopes and Aspirations of Asian Americans in the United States”.  We hope to expand the knowledge and understanding of our organization’s goal to advance the social, educational and economic well-being of Asian Pacific Americans in the United States.  With your participation we can make a strong stand for the assurance of equality in education and social justice, promote civil participation, and continue to build our community.  OCA has fifty chapters across the nation and each one faces some of the same issues and challenges.  We will remember the history of our culture and pass that knowledge on to the next generations.  We can blend both our history and our present to insure a better future for all Asian Americans. 

 

The New Year gives us not only opportunities but also expectations.  OCA-DFW will continue to serve the community and lead volunteerism through dedicated leadership development programs for youth and young professionals, cultural awareness, and community service programs. We need your involvement to better our community and make it grow.   Together we can make the dream come true, and we can make a difference to our community.

 

As we enter into a new year filled with hope and aspirations, I am privileged to serve as our Chapter’s President and invite each of you to join us.  Have a wonderful Year of the Rat.

 

Shannon Chen

 

President, OCA – D/FW Chapter

 

 

 

Shannon Chen, president, is VP of Operations at DFW Technology, Inc, responsible for business development and operation management. Shannon has served as Executive VP and VP of Communication/Youth Leadership at OCA-DFW. She is actively involved in local Chinese American Community outreach programs and national level organizations. She founded the Community Youth Leadership Club (CYLC) to provide educational programs through various diversity initiatives. Shannon serves as the Chair of the Board and Past Principal of Hai-Hwa Overseas Chinese School. She serves on the Nomination Committee and as past Chair of the Academic Committee of the National Council Association of Chinese Language Schools and also served on the Academic Advisory Board of Plano Independence School District (PISD) for 3 years. Shannon holds an MBA from University of Texas-Dallas and BA in Journalism.

 

Cindy Chao, Vice President, is a Strategy & Business Solutions Manager with Hitachi Consulting, specializing in business process improvement and organizational change management. Cindy was a board member of OCA-DFW, prior to moving to Washington, DC. While in DC, Cindy served two consecutive terms as County Health Commissioner for Montgomery County, MD. She served on the Environmental Health and Mental Health subcommittees as well as the County Mental Health Advisory Board. Cindy was the Professional Advisor for the Society of Women Engineers (SWE) at SMU from 1997–2003. She is Co-Founder and Past President of the Asian Pacific American Young Professionals Organization (APA-YPO) and founding member of the Asian Professional Exchange (APEX). She is also a member of the Institute for Operations Research and the Management Sciences (INFORMS), the National Association of Female Executives (NAFE). Cindy recently moved back to Dallas and is actively involved in OCA-DFW again.  

 

Sue Yeh, Treasurer, has been an active OCA-DFW member for six years. She has worked as a real estate broker and computer engineer at EDS. Sue has helped promote arts to young children as a board member of “The Classics” and volunteers in various community events. Sue has helped plan several OCA-DFW programs including Feed the Homeless, Lunar New Year Banquet, and the Annual Member Picnic. 

 

Julie Hwang, Secretary, is an electrical engineer at Texas Instruments working in the High Speed Interface Group. She is a graduate of MIT. Julie has been an OCA member for 4 years and has served on the board for 3 years, actively participating in OCA events such as the KERA pledge drive, Feed the Homeless, and the Junior Leadership Seminar, for which she has served as facilitator and panelist. Julie was a member of the Alpha class of the GDAACC Leadership Tomorrow program. She has a great passion for volunteerism and the arts, and also serves as an officer of Soroptimist International of Dallas, and as Director of Community Affairs for the Asian Film Festival of Dallas, the largest showcase of Asian and Asian American film in the Southwest. 

 

William Chi Tong, Immediate Past President, the past President of OCA-DFW, is an active community volunteer and board member of several non-profit organizations in the Dallas / Fort Worth (DFW) community. He has served on the boards of Center for Nonprofit Management, Camp Fire USA, and the DFW International Community Alliance. William is currently on international assignment with Citibank in Hong Kong, but still maintains close ties to OCA-DFW. He is married with three children. He received undergraduate and graduate degrees in Computer Science. William is the recipient of the 2006 Greater Dallas Asian American Chamber of Commerce (GDAACC) Community Service Award and the 2006 Texas Diversity Council Award. 

 

Ansel (Chun) Cheng, Board Member, is Application Manager at Citigroup, Citi-Mortgage division. He has served on the Steering Committee of the Citigroup Asian Heritage Network, which promotes cultural diversity within the company, for three years. In 2006, he participated in the North Texas Youth Program, the Merit Gavel Club, with Stephen Chow, volunteered at OCA events and served as backup Webmaster in maintaining OCA website. Ansel holds an MBA degree in Accounting from University of Dallas and and Bachelor in Computer Science from University of Manitoba. He is married with three children. 

 

Stephen Chow, Board Member, is a Senior Consulting Information Technology Architect with IBM. Stephen has been active in the Chinese American community. He is a current board member and past Board Chairman of Merit Chinese School. Stephen founded the North Texas Youth Program and is instrumental in organizing the Merit Gavel Club with OCA-DFW and Toastmaster International District 50 to benefit the Asian Pacific American kids in the DFW area. He is a member of the IBM Asian Diversity Network Group mentoring young engineers in China and a member of the Chinese Institute of Engineers in the US. Stephen holds an MBA from University of British Columbia and a BS in Computer Science. 

 

Rita Chui, Board Member, is a Financial Advisor holding series 6 and 7 licenses. She has associated herself with MetLife for the past 7 years and currently has her practice in the city of Plano. She specializes in pensions and retirement planning for business owners and self employed professionals along with estates planning for clients wanting to leave a legacy. She has been relocated to DFW after living in southern California for 27 years. She is involved with various local organizations. She also serves on the board for VOAAA in Plano. She resides in the city of Plano with her husband, Kelvin along with her son, Justin, and two dogs. 

 

Soegiono Hadiwijaya (Sugi), Board Member, is a Manager within the Reorganization Services Group at Deloitte Financial Advisory Services LLP (Deloitte FAS) in Dallas. Sugi provides financial advisory services to medium and large companies in bankruptcy (Chapter 11 or 7) or out-of-court restructuring / turnaround. His expertise includes financial projection, business plan assessment, cash flow / working capital management, liquidity / covenant structure analysis, and business profitability improvement. In addition to work, Sugi has been active in community services. He serves as the President of the Deloitte & Touche North Texas Pan Asian Business Resource Group and also sits ozn the board of the Greater Dallas Asian American Chamber of Commerce (GDAACC). He graduated with a Finance degree from the University of Texas at Austin and is currently pursuing his CFA certification. 

 

Tina H. Huang, Board Member, is a Certified Public Accountant (CPA) having licenses in TX, MI and CA. She was a Senior Tax Consultant with Deloitte & Touche in Detroit. In the last ten years, she has been serving clients on tax, accounting, and business matters with her own firm. Her professional service experience includes consultation to non-profit organizations, including Internal Revenue Code Section 501©(3) entities. She served on the board of OCA in Michigan. Tina H. Huang moved to Dallas in 2006 and is now settling down in Garland, Texas.

 

Cecilia Leung, Board Member, has assisted in planning various OCA-DFW events including the Chinese Youth Leadership Conference, Feed the Homeless, Member Picnic, and Lunar New Year Banquets since 1999. She is a recipient of the 2003 OCA Unsung Hero Award. Cecilia is a registered dietitian (RD) and holds a Ph.D. in Nutrition. She and her husband, Henry, consult in the area of food, nutrition, and wellness.

 

Karen H. Liu, Board Member, is a graduate of University of Texas at Austin and the SMU Dedman School of Law. Karen is the Director, Priority Needs Grants for the United Way of Metropolitan Dallas. In 2006, she was appointed as the Vice Chair of the City of Dallas Board for Tax Increment Finance. In 2007, Karen will serve on the Board of Directors for her Alumni Association, Dallas Texas Exes.

 

Susan Lu, Board Member, is currently helping her husband, Frank, who is a realtor with Coldwell Banker Residential Brokerage. In her “spare time”, she also has a hobby-turned business taking action photos and making photo DVDs. She holds a Masters of Science degree in Psychology from the University of Texas Southwestern Medical Center. She has been a member of OCA for more than 10 years, and has been active as OCA board member serving in various capacities including, 2- terms of Presidency, Vice President of Programs, Secretary, OCA National Convention Opening Night Reception Chairperson, Lunar New Year Banquet Committee Chairperson, and Newsletter editor. Susan has 3 active children, 15,13, and 10; and is an active volunteer at the elementary school.

 

Lily Mak, Board Member, is a returning board member of OCA-DFW. Lily is Senior Director of Marketing at Worksoft, Inc. Her previous corporate positions include Senior Director of Marketing at Alcatel and Director of Product Marketing at Nortel. Lily is active in the community, serving in a number of non-profit organizations and is currently appointed to a board for the City of Dallas. Lily holds an M.B.A., a B.A.Sc. in Engineering Science and a B.Sc. in Physics and Mathematics. In addition, Lily is a professional underwater photographer, scuba instructor, and owns her own company, Enchanted Sea Images, Inc.

 

Shiying Ken Rong, Board Member, is active participant of community organizations such as CAST- DFW and the Association of Chinese Professional (ACP). A resident of the Dallas area for over ten years, Ken worked at Raytheon and Verizon and currently is working in Citigroup. Ken is married with two children. He received his graduate degrees in Computer Science and Geographic Information System.

 

Linda Tran, Board Member, is a graduate from Baylor University. She currently works for BeautiControl Cosmetics, Inc. as their IT Business Analyst. In her spare time, she likes to teach cooking, volunteer and has a passion to help make a difference in the community. She is an active community volunteer for several nonprofit organizations in the Dallas/Forth Worth (DFW) community. At this time, she is currently pursuing her master in counselor and education degree at Dallas Baptist University (DBU).

 

Les Tung, Board Member, is a supervisor with State Farm Insurance at its Insurance Support Center-Central Region in Irving. He is a graduate of UT-Austin and holds the Chartered Property and Casualty Underwriter (CPCU) designation. He was one of the founders of AsiaNet, an employee resource group at State Farm in Texas. He was a board member of OCA-DFW in 2002 and 2006. He was a founding member of APA-YPO affiliated with OCA-DFW and served as Secretary in 2002-2003. When APA-YPO merged with the Asian American Professional Group (PA2) in 2003 to become APEX Dallas, he was elected President in 2003 and 2004. He continues to serve as Advisor to the APEX Board of Directors.

 

Jun Zhang, Board Member, is the VP of Programs of OCA-DFW, and served as the Executive VP and Secretary in the past years. She has worked at EDS for 8 years in different areas, including technical, financial, program management, and human resources. She holds BS and MS degrees in Electrical Engineering and a Ph.D. in Engineering and Public Policy. She is the chair of the Asian Pacific American Community at EDS (APACE), an employee network group, and coordinates various cultural and employee development events at EDS. She and her family reside in Plano, and actively participate in voluntary activities in the local community and schools.

 

Suzy Fulton, Legal Counsel, is a local Dallas attorney. She was formerly the president of the Dallas Asian American Bar Association (DAABA) and a board member of the Asian American Forum.
